Manager hierarchy not updating

Manager changes aren't updating in the flattened hierarchy table despite the scheduled process running successfully

Since upgrading to 19A a couple weeks back, any subsequent reporting relationship changes haven't been getting updated in the manager hierarchy table (per_manager_hrchy_reportees_dn).  In fact, I don't see any last_update_date in the manager hierarchy table past the date of our upgrade to 19A.  And the "Refresh Manager Hierarchy" scheduled process has run successfully every day since the upgrade.

Anybody else faced this issue?
