BI Publisher, Bursting Template Conditions

Hello
I am bursting a letter to colleagues telling them the outcome of a pay review. The template has two pages. Page one is the letter, page two is a breakdown of their new pay.
However, I only want the second page to show if there has been a change in pay (i.e. if pay stays the same they just get the letter, as the breakdown is relevant).
Can anyone tell me if I can put such a condition in the template? I'd rather not have to have two bursting models.
