How can Learners take a course multiple times?

Hi Guys, 

As part of current practice, an employee will sometimes be required to re-take a course as part of disciplinary action and at the moment when if an employee has taken the course already if they enter the course again, they are not able to complete it a second time.

About the course:

• Self-paced course
• Has an evaluation attached (a survey asking for the course to be related)
• Based on SCORM material

The catch here is that I can redo a course through my personal learning area as an administrator, however normal employees get a message saying 'thank you for completing the evaluation' which is the last page of the course.
