How to get the employees without accrual plan - OTBI

Summary

Is there a simple way to get the Employees without accrual plans? Currently we have BI report but would like to know if it is possible thru OTBI? Please advise. Thank you.

This would be helpful during monthly accrual process. From the active employees staff, how many does not have plans?
