Use EL expression to restrict data access of Job/Grade/Location for custom roles

Our client has a requirement to restrict HR Specialist's data access to view/manage only the Job/Grade/Location within limited scope.

We are trying to figure this out by page customiztion - to hide the edit button in search page, and to disable the name link in search result for certain conditions combination, such as custom role + Job Set/Grade Set/Location Set. So it means only HR specialist in charge of Job set A can view/edit the Job/Location/Grade via clicking the link in Name column in search result.

Now our problem is how to write the EL expression for this. It seems we would need to use the row.bindings in the EL expression...I'm not an expert on EL, anyone can shed some light for me? Many thanks!
