Restricting Time Entry after a cutoff date

Can we restrict the time card entry in Fusion Time and Labor after a cutoff date?

Scenario: If an employee has to create/regularize time card entries for a previous month, he/she can only do it till 22nd of the current month. If employee tries to create/edit time card for previous month after 22nd of the current month system should throw an error message. How can this be achieved in Fusion Time and Labor
