HCM Data Load - LearningRecordActivityAttempt.dat

We are encountering the following error with attempting to load activity completions.  

JBO-handleLogicalCreate()::oracle.jbo.JboException: JBO-createLearningRecordActivityAttempt:: oracle.jbo.JboException: JBO-createLearningRecordActivityAttempt::Provided Activity is invalid for the given assignment.: STRINGMANAGER: Key: 'createLearningRecordActivityAttempt::Provided Activity is invalid for the given assignment.' not found in bundle 'oracle.javatools.resourcebundle.ResourceBundleRT': STRINGMANAGER: Key: 'createLearningRecordActivityAttempt:: oracle.jbo.JboException: JBO-createLear 

Anyone will to share a working LearningRecordActivityAttempt.dat file?
