How do others manage SCORM tests recorded as "complete"?

I am struggling with the results from SCORM content with tests in OLC. 

If a learner passes a SCORM content eLearning that includes a test (70% Mastery), they receive a complete.

If it is published as a Pass/Fail or Complete/Fail and they fail the test (<70% Mastery), they still receive a complete.

If it is published as a Complete/Incomplete and they fail the test (<70% mastery), it appears the offering is still in progress.

 

When dealing with COMPLIANCE courses (e.g., Safety, federal regs,, etc.) where you need to grade someone, how do you use this LMS for SCORM content since we're not getting accurate results from the SCORM tests?
