Required learning limited to 500 members in a community?

In 19A it seems that we can no longer assigned required learnings to communities with more than 500 membersContent
Dears,
We are using communities as "academies" in the LMS. Therefore groups can have more that 1000 members.
When we push a course as mandatory in a community it seems that is is stuck at a limit of 500.
Did anyone else expected this kind of behavior? did anyone found a workaround?
