Donate leave time to a bank and not a co-worker

Our organization allows employees to donate to a leave bank. Our employees in need of the extra hours for emergencies can request hours from this bank. I see that Oracle delivered leave donation plan type in 18B. Unfortunately, this only allows leave donation to a co-worker and not to a leave bank. I am wondering if any of you used a creative way to set up leave donation to a bank in cloud?
