We have a requirement for a report which HR can use to view employee's person profile data: certifications, degrees, talent score, work requirements, performance rating, etc. The report should be able to be exported and filtered/sorted in excel, to be able to search for employees with a specific set of profile data.

We built this report in OTBI, but a single employee has 29 rows on the report. It appears each set of data is pushing down the report and creating new rows, instead of appearing in the existing rows. The report will be unusable if employees have that many rows each.
