Organization lov is empty while assignment sourcing rules to assignment set

Hello,

I am trying to automate procurement using min max planning so would like to define sourcing rules and assignment set.

I have created sourcing rules successfully but when i am trying to assign same sourcing rules to assignment set , Organization lov is empty.

Please refer the attachment. 

So i tried to defined the setups as per document ID,

As per above document ID, i should enable organization for collections.  Here also, my organization values are empty.
