Can't rebaseline

I have a project that I need to rebaseline but it won't. Version 1 has a status of Original Baseline, then versions 2-4 are all Baseline. I'm not sure what the end-user was doing but none of them are Current Working and that is what I need the most recent version to be so we can get the budget dates in sync.
