I have 4 BU’s under one Legal Entity, and they share the same Ledger.  All BU’s are responsible for their own invoicing and payments.  We have configured Fusion to make withholding tax invoices automatically.  But one of the four BU’s (let’s say BU1) is responsible for paying the tax withheld to the tax authority, including the taxes that the other BU’s withheld from the suppliers.  Only one payment is made for the entire tax withheld.  So, we understand that the withholding tax invoices that Fusion automatically creates from all Business Units should have the BU1 as the payment business unit.
