Entering public holiday for everyone as an absence

We want to enter public holiday for everyone but customer wants to count this as an annual absence

Hi all,

We want to use mass action for absences. There is a one holiday and we want to enter this for everyone. The problem is that it has to be calculated as an annual absence. I mean, it will effect for everyone's absence balances as -1. How can we do this? Is there any way to do that except using HDL. Because HDL needs an extra effort for every user and we might use this multiple holidays in future. We need more quick action for this.
