Deploying Workforce in EPBS on an application migrated from on premise

We migrated an application from on premise to EBCS. The application had a single cube, but given we are required to have a reporting cube there are now two cubes. When we try to enable workforce we get many error messages, which all relate to member properties. When we work through the top layer we start to get this message in the Job Console when we try to enable "Cube refresh failed with Essbase Cube: OEP_REP, Error code: 1060053, Message: ". So far the only way I have found to get around this is to delete all custom scenarios and versions, then add them back, which requires reloading data and makes a smooth migration to Production very unlikely. Has anyone ran into similar issues? if so any suggestions on resolution?
