Discretionary Disbursement

While performing discretionary disbursement from the vacation plan i get message

Hi,

While performing discretionary disbursement from the vacation plan for a employee , when i select disburse balance option i get message "No actions available'.

Does that mean  i (role) doe not have rights to perform this action?
