Create Reconciliations after Migration ?

Hi Gurus,

I migrated ARCS app from Test to Prod and I see the reconciliations are missing. 
Why is it necessary to go to Configure -> Periods and run "Create Reconciliations" for recons to appear for a period after migration. I was expecting in Prod I can see the application as it is in Test POD.
