Troubleshooting the adding External Hyperlinks to a PBCS Comment

Hi There,

I've have embedded a hyperlink within a PBCS cell comment to an external file location: 

• <a href="https://docs.google.com/document/....&quot; target="_blank">This will open in a new window!</a>

And I get what I expect, a label with a hyperlink (see image).

However, when I click on the link via the web it does not open in a new window (it replaces the existing PBCS window) and in Smart View the document opens within the "Comments" window.

Any thoughts would be appreciated.
