How do learning administrators access questionnaires?

Hi

From where do we expect learning administrators to create questionnaires? They should not have access to performance or setup and maintainance. I do not think there is any other place they can access 'Manage Questionnaires' from.

Setup and Maintainance contains hundreds of tasks. If that is my only option, how do I restrict my role to show only 'Manage Questions', 'Manage Questionnaires' and 'Manage Questionnaire Templates'?

Please guide.
