We made the National Identifier visible in Contacts but can't edit

Content

We have enabled the responsive UI and on the Me > Personal Information > Family and Emergency Contacts and used the HCM Experience Design Studio to enable the National Identifier section for both New Contacts and Edit Contacts.  We can add the National Identifier to new Contacts but when updating existing contacts it does not show an edit icon. 

Need to know if the edit is not available or what might be the reason for it missing.
