Learning Plan Messages

Editing Learning Plan Messages after 19BContent
Has anyone tried to edit a Learning Plan message after 19B? I have lost ALL of my editing abilities and drop downs. It is a giant mess. Anyone have a resolution. I have to edit some messages for new learning plans and I can't. SR in my future.
Updated - this is only happening on IE 11. all my other browsers work fine.
