How do you report in OBI on workers who have not created any goals?

Cannot work out how to bring back colleagues who have not even created a goal

Hello everyone,

One of our business requirements is to be able to report on any colleagues who haven't eve ncreated any goals in our current goal plan which we have created for 2019-2020.

 

The current out of the box criteria allows you to report on goals 'not started', however 'not started' is a goal that has been created and not started as opposed to one that hasn't even been created.

 

Is there any way to report on this?
