Capturing unstructured training

We are looking for a way to capture unstructured training, by this I mean training that is done once off, not captured in the catalog, not considered as non-catalog training. The legacy training fields do not support additional flexfields and we require more fields to capture legislative requirements.
We need to capture this training and report on it for legislative purposes so we want to capture it on HCM. We are considering using a content type to capture this training. I read a not in the performance management forum that content types should not be used for anything that is not related to the talent profile, but no explanation was given.
