Learning Item Default Attributes on Manage Set up

Hi,

How this Learning Item Default Attributes on Manage Set up works for both employee and manager ?

When we select Created by Learner or Manager option as Requested, then Show Learning Request form option gets displayed ? How this works in the application and in which scenarios ?
