Newsfeed - quick actions link to classic screens?

Hello,

Our company wish to launch in phases, starting with newsfeed only, all other modules to remain in classic.

When switching on newsfeed it seems 50/50 as to whether the quick actions load the relevant classic screen. 

E.g. Schedule Absence, edit my details, however some just load a white screen e.g. promote on the manager quick actions, manage document records, is there anything we need to do to allow these to link to the classic screens or do these only work when the modules are set to responsive?

Or do we need to set this HCM_RESPONSIVE_PAGES_ENABLED to Y even if you don't switch any other modules to responsive for the moment?
