Roles and Global Transfer

Summary

We are planning to use the Global transfer action item but worried if previous location HR might see the data of the current Emp. location data, which might breach some security

We have defined data role HR Specialist which restricts data on person management based on business unit and legal employer. 
It is working as expected for regular hires etc. But when we perform global transfer it is showing both active and inactive records for both HR specialist roles ex: India,US etc. 

Can you please let us know on this.
