We are implementing learning cloud globally. Business want to use one learners admin role with AORs for local admins and global admins. 

Scenarios: 1) As a local admin for US, Admin should have access to US Content (Courses & Offerings) and US employees, to assign offerings to US employees. 

2) As a local Admin for Chile, Admin should access to Chile Content (Courses & Offerings) and Chile employees, to assign offerings to Chile employees.

3) As a global Admin for US and Chile, Global Admin should have access to US & Chile
