Not able to open the attachment embedded in the enrollment invitation message in office 365

Team,

I have a hyper link in the enrollment invitation message. I am able to OPEN the attachment in the outlook email and also in the calendar invitation. But the same cannot be open in "outlook web version", any idea why? even when you hover over the link the url in classic  web outlook version is displaying like "https://outlook.office.com/owa/company learn cernter.net/files/****" and  output result is "Bad Request";  in the latest Outlook web version calendar the url is being showed as "
