Know - Notifications on the top of the newsfeed screen

Hello,

When looking at the image below there is a section which we have not yet seen in action called 'Know' - looks like notifications can be added (assume site wide as opposed to individual notifications for approval requests)

 

A request from the business is to place notifications on screen around payroll cut-off periods. This would be a perfect place to locate these if they can appear temporarily, is this functionality available, anyone else using it? Any guide on how/where to create these to trial them?
