SQL query fetching Duplicate rows for terminated employees with pending worker records

I created a SQL BI Publisher report to fetch all active employees and terminated employees along with their Manager person numbers in the system. While I am getting the results as expected, there are five terminated records who have duplicate rows due to different managers assigned to the pending worker record and employee record.
I am unable to exclude the duplicate records of the pending workers. I tried all the primary flags, system person types, Max Row, R count but nothing seems to be working.
