Learning Assignment status ‘Active’ should not require approval

Hi,

I have read the available documentation on MOS and on CCC, but I’m afraid I do not understand the behavior of the learning assignment status.

In the Learning Setup, in Learning Items Default Attributes, we have specified Created by Learning Administrator ‘Active’. Our expectation is that when a Learning Administrator has assigned a learning item to a learner with Initial Assignment Status is ‘Active’ in the Advanced Rules, the learner can immediately start learning without having to request for approval.

This is working in case an Offering is assigned. However, in case a Course is assigned, the learner must request the offering and this request is routed for approval. We would expect that the learner selects an offering and immediately start learning without having to request for approval. We only want approval routing in case Created by Learner. In case Created by Learning Administrator or Created by Manager, we want the learning assignments to be 'Active'. How can we accomplish that?
