Customer  have a scenario where we want the discount list to be picked up based on highest priority price list where multiple price-lists are attached
in a strategy.

What customer are trying to achieve is as mentioned below:-

1) Created 2 segment price lists and attached them to the strategy at different precedence.
2) Created one discount list and assign it to the same strategy.

Now we want to write some rule which is kind of a qualifier for discount list.
For e.g. - If 1 precedence price list is picked up discount should be applied
