We are trying to create a chain of command in our performance reviews so that a Team Lead enters information in the performance review, but the Review Manager completes the review and provides the final "grade".

I've created a new role under Hiring Manager called Team Lead, and created the new page layouts.  However, I cannot determine how to have Team Lead access the employee records (to launch the reviews), and have access to the review tab to complete / save the reviews with their input.  I have added the team leads as indirect reports, I have added them as Managers (and left the review manager as the Review Manager); but in all cases the test Team Lead does not have access to the Employed completed reviews.
