While Trying to Add Enrollment from Manage absence Records UI it is not checking for the eligibility

While Trying to Add Enrollment from Manage absence Records UI it is not checking for the eligibility

We have a Absence Plan in which interns are not eligible.So when i am trying to add Enrollment from the manage absence Record for that employee it adding the Plan.

However when i am running the process Update Accrual Plan Enrollments Process its is not enrolling them in the plan which is correct.

So my question is why in the UI it is not checking for the eligibility.
