OTL: Employees with missing Time Cards

Need to fetch employees who have not submitted time entires but are already assigned to projects

Hi All,

We are trying to fetch the employees who have not submitted there time cards but are already assigned to Projects using BIP report. Any reusable or SQL query or details on how to link a person to fetch it's Project details without having to traverse through time entry table would be really helpful.
