Learner Record gets deleted when a learner is removed from Global Access Group

We have a requirement to report everytime a learner is assigned/removed from a Global Access Group. I was using WLF_ASSIGNMENT_RECORDS_F table to get the learner associated with a Global Access Group (which is nothing but a learning item in WLF_LEARNING_ITEMS_F table). The learners (say Learner1) were added to the Access Groups based on results from an analysis report. When the analysis report was not bringing Learner1, we ran the Reconcile Access Group process and we expect Learner1 to be removed from the Global Access Group which it does.
