I need clarification on talent rating functionality available in new mobile responsive pages, I have highlighted my questions  below in bold green. Quick Action

I see that there is a talent rating quick action available under Me but if an employee login then he/she will get access deny error where as if manager or  Manager who is also a HR, admin user (HR Generalist), super user  logs in they can see their own rating of completed performance document. Also Talent rating quick action is available under My Team which can be accessed by manager or manager who is also HR,admin user (HR Generalist), super user and they can see talent rating for people based on data permission configured though person security profile.
