How to give access to manage questionnaires, manage questionnaires template to leaner Administrator.

Hi

From where do we expect learning administrators to create questionnaires? They should not have access to maintenance. I do not think there is any other place they can access 'Manage Questionnaires' from.

Setup and Maintenance contain hundreds of tasks. If that is the only option, how do I restrict custom learning admin role to show only 'Manage Questions', 'Manage Questionnaires' and 'Manage Questionnaire Templates'?

I added functional privileges to custom learner admin role:
