How do you organize announcements in EPBCS?

Does anyone knows how to organize announcements in EPBCS?

We have a welcome message that we want to keep as #1 but every time we create a new message, the last one created becomes #1.

I only see options for create and delete; nothing for edit or organize.  If I click on the announcement I can update it but cannot change the order.
