Add shipping charges into order line by calculating weight, or volume, or a percentage of order total amount

In order to better monitor sales order profitability, my customer is requesting to have the capability :

1, Estimate shipping charges and add into order line, pricing can support flat rate table by weight or volume and also support summary product category charges, or a percentage of order total amount. But pricing is only support by item level in the current release.

2. Recalculate shipping charges at shipment confirmation and reflect back to sales order.The charges method is same as sales order entry.
