Myth: You can't report on future dated or past dated information in OTBI

Data is generally as of the current date.  You can define the report effective date to the future or past by setting the PARAM_EFFECTIVE_DATE in the Prefix in the Advanced tab like this:

SET VARIABLE PARAM_EFFECTIVE_DATE='@{P_DATE}{2018-12-31}'

P_DATE is a presentation variable that is set by a prompt, 2018-12-31 is the default if P_DATE is empty - this allows report builders to test the report without the prompt.
