No notification triggered for an approval

Hello All,

I have defined Learning Item Contribution Approval based on Application Role (mentioned Data Role). 

As a learner, when I am publishing video, system is showing message "successfully uploaded content". But no notification is getting triggered for Approval to approvers also no notification to publisher.

Has anyone faced this issue or I have missed something here. Kindly help
