BI Author - Who should have the power?

Hello Experts,
I have a bit of an abstract question and I'm looking for your opinions and to get a sense of how you're using the tool. The question is simple:
Who should be allowed to create Analyses and Dashboards using OTBI? If you restrict it to specific folders in the Custom Catalog or just their "My Folder" who should have the privilege to create content?
Some Background:
I started with OBI in 2012 where we used Warehouse Builder to build our own custom data warehouse and the local server edition of OBI to create custom catalogs built from our custom data warehouse. It was a lot of work, but at the time I was lead to believe this was a "Reporting solution to empower business users to analyze their data in the way they need when they need it!"
