Dynamic groups created with standard date fields, excluded users

Does anyone have experience with excluding users from a group that uses dynamic criteria?Content
We are creating a learning plan with a series of tasks to be assigned upon hire or promotion. We are creating a group for this based on last job change date, but need to exclude any current managers in our organization. If we exclude someone from the group, could dynamic criteria bring them into the group if they change jobs or would the static, excluded users criteria trump that dynamic criteria?
