The context here is Human Capital Management (HCM) with Oracle Integration Cloud (OIC) but probably applies to other Oracle Cloud SaaS system of record source for data integrations.

Simple scenario where an HCM extract produces a file that is transformed and sent on its way by an OIC integration.

A first way we looked to implement was to schedule an integration in OIC that reaches out to HCM (using OIC HCM adapter) to execute the HCM extract. The extract can potentially execute for a significant duration.
