test Data Filters with On Demand Uploads?

Can you test Data Filters with on demand uploads, or do you have to use an agent since it is the agent that is doing the dropping/masking of those records?

I am trying to drop all records in OHS Access Logs that look like

X.X.X.X - - [13/Aug/2019:09:01:39 -0700] 005^071X^6w3NALayPnZ6G0006QM004eyi "GET /" 302 641

Specifically the "GET /".  I have tried multiple things but the records still come in (and fail parsing) when I'm using an upload.  So I don't know if my expression is wrong, or you just can't test the record drop with ODU.
