Video seekbar not functioning in our embedded course videos

We have embedded videos in Storyline 3 wrapper - unresponsive seekbar

We have several Articulate Storyline 3 (and 2) courses that include videos. Recently we noticed the seekbar is not working on the embedded videos - whether it's included in the video or we use the Course Player seekbar. Clicking on the seekbar does not allow pause/advance/go back; rather it starts the video over again. 

This is a new development - they used to work fine? We tested on SCORM Cloud and they behave correctly. Has anyone seen this and if so, ideas on resolution?
