Release 19C - Unanticipated impact from the Management Access Code Enforcement change

I think we just discovered an unanticipated impact form the Management Access Code Enforcement change that Oracle released with 19C.

Previously users could be given access to the functions listed below without providing the Options > View Management Links permission.  Very handy if you want to give someone access to one of the functions without providing a link to the control panel. Release 19C appears to have removed that ability.

 

MANAGEMENT ACCESS CODE ENFORCEMENT

With release 19C, if the Management Access code is enabled for your LearnCenter, users won't be able to access certain Control Panel pages until they enter the Management Access code. Even if a user has appropriate permissions to access a page, they will not be able to until they've entered the Management Access Code. A "not authorized" message displays to users who have not entered the Management Access Code. Affected Control Panel pages include:
