Implementing Absence without OTL

Hi Experts,

There is a scenario where the customer has not subscribed for Oracle Time and Labour. Only Core HCM and Absence management. However the business requirement is to manage employees who work on different roster basis. Since there is no OTL implementation following solution design is proposed. OTL is managed in a different platform where absence details should be interfaced to the third party solution

1. Set all employees to a general shift where everybody is assigned 24/7 shift.

2. Since there is no "Non Working Days" as per the above work schedule, HR specialist must upload non working days to the system using HDL (Capability of uploading is the question)
